Investment possibilities of Belarus

The major direction of the state economic policy of our country is creation of a favorable investment climate for attraction and an effective utilisation of foreign investments.

Belarus offers potential investors such basic advantages, as a favourable geographical arrangement in the middle Europe, favorable prirodno-environmental conditions, political and social peace, the macroeconomic stabilisation, qualified and rather cheap manpower, high scientific and technical and industrial potential, capacious home market, legislative and organizational maintenance of investment process.

The republic is on crossing of railway and automobile highways, systems nefte - gazo produktoprovodov, communication systems between the Western Europe and regions of Russia, the Asian countries. Owing to it Belarus can become some kind of base for foreign investors in respect of development of the new perspective markets of the CIS countries.

Economic circumstances in the country is characterised by a stable rate of inflation, predictability of exchange rates, availability tax and customs facilities for foreign investors, growth of the export potential, the developed banking system, an advancing market of financial and insurance services.

In the country there is a developed scientific and technical base for realisation of researches and workings out in various areas of theoretical and applied knowledge. In republic functions about 300 scientific organisations. To research activities and workings out attends over 30 thousand persons, among them more than 805 doctors of sciences and 3400 candidates of sciences. The international recognition was received by workings out of the Belarus scientists in the field of the laser and nuclear physics, nuclear power, powder metallurgy, optics, the software, biotechnology, etc.

In Belarus there are productions on competitive products issue in the internal and external markets. The republic specialises on production of mechanical engineering, chemical and petrochemical, easy, the food-processing industry, and also animal industries, lnovodstva, potato growing. Belarus exports more than 90 % of the made cars and tractors, about 90 % – TVs, refrigerators and deep-freezers, and as potash fertilizers, more than 80 % – metal-cutting machine tools.

Belarus is included into uniform customs space with Russia. For the potential investor it means that, investing the capitals in economy of Belarus, it gets wide access not only to the Belarus territory, but also huge capacity of the Russian market. To expansion of investment possibilities of Belarus promote as positive dynamics of negotiating process on joining of the country to the World Trade Organization, improvement of relations with the international financial organisations (the International monetary fund, the International financial corporation and the International bank of reconstruction and development within the limits of the World bank, the European bank for Reconstruction and Development).

In Belarus 6 free economic areas with liberal conditions of managing in the form of preferential tax and customs modes are created. Rates of profit taxes and on an added value for residents SEZ twice more low, than on republic. The profit received by residents SEZ at the expense of realisation of production of own production, is released of the taxation for a period of 5 years from the moment of its announcement.

Belarus — the unique country among the states CIS, accepted the Investment code — the basic document regulating not only national, but also foreign investments on territory of the country. The investment code protects the property rights of foreign investors, ensures to them not less favorable, than for national businessmen of a condition of activity and as establishes for them special stimulating advantages in tax, customs, currency spheres.

In our country the Advisory council under the foreign investments, headed by the Prime minister of Belarus operates. By means of this structure the primary goals and measures on improvement of an investment climate in republic and as the arising problems of foreign investors connected with their work in Belarus are operatively solved are produced. Active at Advice the Standing committee, working groups prosecute subjects of perfection of the investment legislation, development of the free economic areas, improvements of tax and customs working conditions in the Belarus market, etc.

Belarus has positive experience of activity of the foreign companies in realisation of large and average capital investment projects. Belarus successfully co-operates with the famous world manufacturers - transnational corporations. Are created, for example, joint and foreign businesses with German "MAN" (issue of automobile engineering), Dutch "Coca-Cola" and American "MakDonalds" (production of soft drinks and public catering), Danish "Maersk Medikal" (issue of the medical equipment).

The created commercial organisations including the foreign capital have a number of advantages before national subjects of managing. Foreign and to joint ventures it is granted following privileges and preferentsii:

Now accents in investment policy of Belarus are by degrees displaced from a preferential tariff to creation universal obshcheekonomicheskih the conditions advancing uniform "game rules" for national and foreign investors, in the field of licensing, foreign trade activities and concerning action of stabilisation norms. 

About that in the country favorable conditions for activity of foreign investors as a whole are generated, confirms the active and developing sector of economic activity based on private investments. Now the Government for the purpose improvements of an investment climate undertakes a number of measures on organizational-supply with information investment activity of foreign investors in republic. For the purpose increases in volumes of attraction of foreign investments and assistance of realisation of concrete capital investment projects it is created RUP «National investment agency». The database of capital investment projects of the Belarus enterprises interested in attraction of foreign investments is generated and is constantly updated.

Work on call for funds of foreign demand lines of credit under warranties of the Government of Belarus, and also organizational actions for reception of a sovereign credit rating is conducted by Belarus.
